Where to Apply for a Building Permit?

You must apply for a building permit at the Department of Spatial Planning and Development (ROP), formerly known as DROV. Their office is located at Plasa Horacio Hoyer 19 in Scharloo, Willemstad, and they are open from 7:45 AM to 11:45 AM.

Tip: The building is at the very end of a one-way street. If you miss it, you’ll have to drive all the way around again. When you get close to the traffic light, turn left to enter the premises—it’s not well signposted, so keep an eye out!

What Documents Do You Need?

To submit a building permit application, you must provide the following documents:

A plot measurement document (Meetbrief) (available at the Kadaster)
A site plan showing the layout of the property
A copy of the title deed (transport deed)
Architectural drawings of the planned building

If you plan to construct a commercial property, you will also need an establishment permit from the Department of Economic Affairs. This application requires a site plan and a detailed layout of the building.

How Long Does the Process Take?

Once you submit your building permit application, it typically takes 6 to 8 weeks to receive approval. For homes valued up to 1 million Netherlands Antillean Guilders (NAF), this timeframe is usually accurate. However, for larger or more complex projects, processing may take longer.

How Long Is a Building Permit Valid?

A building permit is linked to the plot of land and can only be used once for the specified construction. Once the building is completed, the permit expires. However, if you sell the plot before construction begins, the permit can be transferred to the new owner.


How Much Does a Building Permit Cost?

Building permit fees, also known as permit levies (leges), are calculated based on the estimated construction value. The total fee consists of a fixed amount plus a percentage of the construction cost.

Here are some examples:

🏠 For a house with a construction value of NAF 150,000,-, the permit fee is approximately NAF 1,130,-.
🏡 For a house valued at NAF 500,000,-, the fee is around NAF 3,930,-.

What Is the Role of the ROP Building Inspector?

The building inspector plays a key role in ensuring compliance with regulations. As soon as you start building you need to make an appointment for a visit of the inspector. Their responsibilities include:

🔹 Checking that the foundation layout matches the approved drawings
🔹 Monitoring construction progress and safety
🔹 Assigning house numbers upon project completion

Once your home is nearing completion and is located on a public road with a street name, you can request a house number. This is required to officially register your address with the Civil Registry and to apply for utility connections.
